The Tor Network part on the onboarding is not new anymore

For 9.0 we added a "New" item to the Tor Network part explaining our changes on about:preferences. But that's not new anymore. :) We should have removed that for 9.5 but it's not too late.

Sorry, I also missed that in the review. Tested this by repackaging the onboarding xpi, and works fine for me.
