small pydoc fixes

Please make sure that the "DOC: stem.ProtocolError may be raised by Controller.get_info" commit is correct.

Looks good. I tweaked the wording for the get_info() addition a bit since it takes several failed geoip calls before stem will realize that the geoip db is unavailable.
