add Controller.get_streams method

Add a method to retrieve a list of streams currently handled by the tor process. Please pull the exp-get-streams0 branch.

Thanks! I'm a little tempted to add a corresponding get_stream(id) and maybe get_stream_by_target(address, port) method, but those can wait until someone has a need for them.
