Small problem with ruleset for arxiv.org

Please remove the following rule:

We're slowly expanding SSL support across the site but we're not quite there yet. The above rule is potentially problematic for that reason.

I turned off the Arxiv rule in the master branch and commented out the Arxiv rules within the Cornell rule in 3.0.
