Who should be the component owner? i.e., the person tickets are automatically assigned to.

If one needs to exist, I guess Kelley would be the best person. I'm not sure what her trac account name is though.

Status: newclosed

Okay, I talked to Kelley on IRC and she told me her trac name is 'Kelley' so I've created the Outreach component and made her the owner.

Component: TracService - trac

Move all tickets from trac to "Service - trac" component.
