I think this ticket is about having a GUI interface to express "I already have Tor running", but there are these env variables:

TOR_SKIP_LAUNCH=1
TOR_SOCKS_HOST="host/IP"
TOR_SOCKS_PORT="port#"

(but note #8336 (moved)).

Some of the other env variables that may be used are documented in #13005 (moved)'s comments.

I resolved #14864 (moved) as a duplicate of this ticket.
