Usually
https://check.torproject.org/cgi-bin/TorBulkExitList.py?ip=208.201.224.11&port=22
returns a list of IP addresses, like I expect. Every so often it instead returns
this page:

That's really strange. I don't know much about mod_python, but you'd only expect import_module to fail if the
(compiled) python code just weren't there on disk.

The bug manifests more often when the dnsel (the dns server the cgi asks
its questions to) is far away network-wise, or (maybe) when the server is
under higher load.
