Tor relay should log message when it's working again after marking as down

I'm running a Tor relay on a dynamic IP which changes once per day.
Sometimes there seems to be some problems and I get the following
error message:

We just marked ourself as down. Are your external addresses reachable?

Now this is no problem and the message is fine. But I would like to
be informed when the relay knows it's up again. Something like this:

We just marked ourself as up again.

So that I'm not worried when I see the first message and know (when
I see the second message) that my relay works fine. At the moment I
have have to do the check manually.

Unfortunately, that particular message is from when our general router-testing mechanisms report that we're down, not when our self-testing mechanisms report that we're down, so there isn't an obvious counterpart location to add a "we're up" message to. Some of the status stuff that arma worked on might be appropriate here, though.
