Don't ship libgcc and libstdc++ anymore in Windows builds based on ESR 24

Description

While investigating #10252 I found that Firefox code is now statically linked against libgcc and libstdc++ (see: https://bugzilla.mozilla.org/show_bug.cgi?id=831707 and https://bugzilla.mozilla.org/show_bug.cgi?id=876416). Thus, we can avoid shipping them with our builds. Tests with the bundle in #10252 showed that it is indeed working without them contrary to the latest browser based on ESR 17.

See bug_10323_v2 in my public tor-browser-bundle repo for a fix. It is not tested yet in a clean new build and on different Windows machines/versions and I'd like to do that first before it gets deployed in a release. Thus, it should not make it into TBB 3.5.

Okay, bug_10323_v3 in my public tor-browser-bundle repo is now the one to review. It is tested in a clean new build and on two different Windows 7 machines.
