BridgeDB should be built and tested on Jenkins

BridgeDB has CI, automated coverage reports, and twisted.trial unittests (see #9865). We should also get it running on TPO's Jenkins machine.

A few notes about this (so I don't forget them) :

• The travis configuration file is https://gitweb.torproject.org/user/isis/bridgedb.git/blob/refs/heads/develop:/.travis.yml
• it is currently tested on travis-ci with python 2.6 and 2.7
• we can investigate using the Jenkins Cobertura plugin to have coverage reports similar to https://coveralls.io/r/isislovecruft/bridgedb

Replying to boklm:

• it is currently tested on travis-ci with python 2.6 and 2.7

It's been recently changed to only be tested on Python 2.7.

Any updates? Anything I should do? :)
