Description

It's quite often that operators of new relays wonder why they are not seeing all their bandwidth used immediately. I wonder if it would help to add a log message like: You are running a new relay. Thanks for helping the Tor network! If you wish to know what will happen in the upcoming weeks regarding its usage, have a look at https://blog.torproject.org/blog/lifecycle-of-a-new-relay

Sounds worth letting people know about this to me. Do you think a log message would actually do much good here? I guess we could try.

One easy way to tell that we're new is when we generate an identity key for the first time. Are there other ways? Doing it every time we start up for the first month would be interesting, but I don't know if we have that information now.

I think when we generate an identity key for the first time would already be quite good.

We should also add it to https://www.torproject.org/docs/tor-relay-debian

which makes me wonder about whether the first Tor weather mail should mention it too.
