Stem jenkins instance's pyflakes and pep8 versions
Hi Peter. Recently I made some changes to stem so it uses pyflakes and pep8 as proper python libraries rather than shelling out for static checks. This resulted in a substantial drop in their runtime (~60% for our static checks) but it appears to be incompatible with the version of pyflakes on our Jenkins instance...

Jenkins is using pyflakes version 0.5.0 while I'm using 0.7.3. I recall that you're reluctant to install anything not within a deb but it seems like the easiest solution for solving this is to update using the pypi version (sudo pip install pyflakes). If that's a no-go then ideas welcome. :)
