Support packaging Tor Launcher as a standalone XUL application

Essentially all that's needed is an applications.ini, but some make rules for the packaging also helps.

See attached patches.

We are going to accept this patch, but I want to note here that 'make standalone' fails on Mac OS due to the use of -i. On Mac OS we need to use it like -i "" but that is not accepted on Linux where -i or -i"" is required (no space before ""). I am not sure how to use -i in a way that works on all platforms.
