Users confuse Torbutton/browser proxy settings with Tor Network Settings

Description

We have reports from the helpdesk that users are confusing the Torbutton proxy settings UI (and probably the Firefox proxy settings UI too) as being the place where they need to enter proxy settings for Tor/PTs to use. Worse, when they change either the Torbutton or Firefox proxy settings, Tor Browser stops using Tor.

We should figure out some way to fix this. One approach that brade suggested was to conditionall overlay Tor Launcher's Network Settings UI pane into the Torbutton settings UI, so that users see that UI first, before (or perhaps better: instead of) the Tor proxy settings.

See also #8402 for related issues with proxy settings (won't affect this UI, but worth knowing about because it can cause proxy configuration bugs that may cause users to actively try this crazy behavior of changing the browser proxy settings instead of the Tor proxy settings, when the Tor proxy settings fail to work properly).

In what situations do users need to choose "Use custom proxy settings" within the Torbutton Preferences? Is it just that they may need to use a port other than 9150 to connect to tor? Or are there other reasons why we need to keep those settings in Torbutton?

I use TorBrowser with a system-wide Tor instance, and I pipe that through Privoxy (and Squid with options httpd_suppress_version_string on & via off).
It would annoy me if I could not do that anymore (ads make me cringe), so personally I am glad those settings are in Torbutton.

I think removing this UI pane from Torbutton entirely is the right move. Users who need to set proxy settings can do this via the Firefox settings, which still work just fine.
