Windows installer should warn when user selects a system folder

Description

The Tor Browser is meant to be run from a user-writable folder. It might or might not work properly when installed in C:\Programs for example. The Windows installer should warn users that they are likely to run into problems when they select system folders as where to install the Tor Browser.

User cannot install into non user-writable folder. TBB is portable (as gk said). If admin installs portable app to system folder for users, he is not an admin. If user has admin credentials and installs portable app (why? Does he know that it's portable?) to system folder, then nothing can help.
