Description

The onionoo documentation at https://onionoo.torproject.org/#details does not explain what the difference between bandwidth_rate and advertised_bandwidth in a relay details record is.

This should be fixed.

How about adding the sentence in the middle to advertised_bandwidth:

Bandwidth in bytes per second that this relay is willing and capable to provide. This bandwidth value is the minimum of bandwidth_rate, bandwidth_burst, and observed_bandwidth. Missing if router descriptor containing this information cannot be found.
