Remove Windows CE support

Long ago we merged some patches to support WinCE. I am pretty sure that nobody actually uses Tor on WinCE now, and I doubt that the code works any more. We should just strip it out.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
