Build a new plan for tor-announce and make it happen

Description

We currently use tor-announce only for stable tor releases, and actually since we don't want to announce them until there are TBB packages, lately we've been failing to reliably use it even for that. This is bad for our users.

We should figure out what counts as something all our users should learn about, and consistently mail tor-announce when one of those events happens.

(And I should not be the bottleneck for all of these events.)

My first thoughts for what should count are these two:

  • New stable Tor releases, when they happen, even if there are no bundles yet.
  • New stable TBB releases.

There are a lot of other things we might want to announce, like Torbirdy, Orbot, Tails, etc etc. How should we handle these?

Is there any consensus that things that go on the blog should also go to tor-announce? If so I think it would make sense to find a way to have the blog email that list when there is a new post. I have my doubts that our current blog software is capable of this, but if it's not, we might be able to use rss2email in some janky way. If people think only some announcements from the blog should go to tor-announce, maybe there is a way to use tags to determine that? Or maybe we should finally upgrade our blog to something that gives us more options?

Erinn, can you work with Nick and somebody-at-TBB to get them on-board with announcing stable Tor releases and stable TBB releases on tor-announce?

Okay, clearly I am not taking the lead on this like I intended to. I'm unassigning it from myself so anyone can claim it and Cc'ing Phoul and mttp in case they might be interested, since I think they could do a great job with something like this.

I would be interested in working on this. mttp and I might be able to handle this together, as he is already somewhat involved with the TBB team.

Will speak with mttp on IRC, and then update this ticket.

After speaking with mttp, we have decided to split duties on this and work on it together. He will be handling the TBB side, and I will be getting in contact with Nick for the little-t-tor side.

For determining what specifically should be sent to the list, the current idea is to start with release information for little-t-tor and the TBB. If there is a major vulnerability impacting Tor users, this information should also be pushed out on -announce, however this can be decided per-issue.

As for Orbot & Tails, these projects both have their own mechanisms for announcing release information. If it is desired to have these announced on -announce as well, we can also look into that.

I can confirm this.

After trying to post the Tor Browser changlelog to tor-announce, I realized I don't have permission to post to that list.

I just saw #9915 and then found this bug. Is there any reason you should not be given permission to post to tor-announce? Who can make that happen?
