Pluggable transport docs aren't ending up in the windows bundles.

Description

Pluggable transport docs (the Obfsproxy, FlashProxy, and fteproxy directories) aren't ending up in pluggable-transports-win32-gbuilt.zip. Here is an untested patch to do it.

Incidentally, the linux descriptor doesn't refer to the Data/ directory and the windows one does. Maybe Data/ was meant to be Docs/ in the windows descriptor all along, and Data/ should be removed as well.

Well, looking at e126ce6d3ca61e061f8e8301d5bf0e9c80f329ce it seems like a copy and paste error (but you should know it ;) ). Anyway, finally fixed in 43a8ecaf1ca987cd02bf2c46f8886749d4986773. Thanks.
