May be by design: When doing a graceful shutdown, bandwidth graph shows data still flowing at full BW when relay's plug is pulled.

"Graceful shutdown" in this case means "stop accepting any new circuits." The old ones can keep going, though,
until you shut down for real. This should probably be documented better.

I believe this is related to, though not the same as, bug #525 . See also the closed bug #1521.
