Tor Browser on mac momentarily shows two dock icons

When you open, for a split-second there are two Tor Browser icons visible in the dock. The first one disappears quickly, leaving just one.

I suppose that the first icon that disappears belongs to the top-level; i.e., the one that starts the Contents/MacOS/TorBrowserBundle shell script. The second icon belongs to the inner Contents/MacOS/; i.e. Firefox.

I tried adding


to Contents/Info.plist, but it didn't prevent it first icon from appearing momentarily. Setting LSUIElement works when you do it in the inner Contents/MacOS/, so I'm not sure why it works here.

This issue is completely separate from #11429. These two issues together means that there are actually three icons that are shown at different parts of startup when you configure meek.

This problem will disappear once #11641 lands (we are eliminating the outer .app).
