Tweak PT_STATE_LOCATION for child PTs

Description

For every new child PT that is launched, we should append something like "/fog" to PT_STATE_LOCATION, to avoid clobbering equivalent PTs that were launched directly by tor.

I think we should include a uuid in the "/fog" append as that way if the same pt is launched with different parameters, they won't share the same directory.

You can do this in torrc too though - define different methods that use the same underlying program.

I think it's OK to follow tor's lead and just use a static directory. If child PTs (of either tor or fog) need to have different state directories when run with different options, they can implement this behaviour themselves and use different subdirectories underneath TOR_PT_STATE_LOCATION.

Ok, the patch for this has been accepted on the master branch of fog. Closing this issue.
