Make a git repository for bad relays

Description

We should have another internal git repository which is used for all the authdirbadexit lines. The git repository should be readable for all Tor developers but writable (at this point) only for arma, weasel, karsten, atagar, and phw.

If you'd care to argue for it not to be private then go ahead! I fought that battle and lost. Having it accessible by all tor devs is the middle ground we moved to (it used to be so s3kr1t only dirauth ops could see which drove me nuts). :P

For a name I'd kinda prefer "bad-relay-config" to match the wiki but obviously unimportant.

Hi Sebastian, I asked on irc but on reflection here would probably be better. Could we rename this since it isn't being used yet? Feel perfectly free to say 'no' if it's at all a pita.

We had more discussion and concluded that the repository can be readable by everybody. Is this an easy fix or should I open a new ticket for it?
