Include Hebrew translations into TorBrowserBundle

Please add a Hebrew (he) locale to TorBrowserBundle. There should already be some translations for this locale, including TorButton and TorLauncher.

Where are we here? Would it be wise to do a more general ticket that looks at which translations are ready but not shipped? See also #12967 (moved).

We have to decide how to handle adding new locales generally, I think, given that each new locale costs around 300 MiB disc space on our mirrors per release series which is why we are currently hesitating. If we get #12967 (moved) right (a thing we plan to work on) then adding new locales should be easily doable.
