Description

Apparently, TBB users who use PTs, get hit by:

      log_notice(LD_GENERAL, "Pluggable transport proxy (%s) does not provide "
                 "any needed transports and will not be launched.", line);

since no one really uses all the available PTs in the TBBs.

Roger suggested downgrading that log message to info or something. I think this makes sense, since it only hits TBB users and they don't learn any useful information from it. They also think it's an error and it confuses them.

Roger suggested tor-0.2.5 as the target release for this, since the TBB people want tbb-4.0 to include 0.2.5.x.

No, I think it is *all* TB users. We include the ClientTransportPlugin lines, and even if you don't use them, you get a spray of notice-level logs at startup.

This ticket is apparently the natural progression of the comments at the end of #5018, where we moved this log entry from warn to notice.

Does this mean that it will not show up in Tor Browser's log? For support, it's useful to know which pluggable transports have been configured by a user without having to explicitly ask for their bridge list. In #13074, I'm advocating for a log message to say that a transport will be used.
