Add rupee to donations page

Two people from India have asked to be able to donate in Rupees, rather than pay currency conversion charges.

Don't the currency conversion fees get paid somewhere along the line anyway?

I assume they are wanting to use Paypal?

This one sounds like a wontfix -- they should give us bitcoin or use some donation mechanism that fits with how they want to donate?

Hrm, Paypal's docs seem to imply there's no way to donate rupees currently. I'm closing this for now.
