I wonder if this is still an issue, with current user number estimates reaching back to September 2011, which is 5.5 years ago. (Though following that logic it might not have been an issue 2.5 years ago, which it was.)
If this is an issue, we should consider making these files available as (single) CSV file provided and specified on https://metrics.torproject.org/stats.html. We would provide it similar to how we provide deprecated files, except that we wouldn't remove it after stopping to update it. However, merging and specifying this file would cause a non-trivial amount of work that we should only invest if this matters.
If this is not an issue, let's just close this ticket.

It doesn't really matter to me if the file is merged and specified. I only care that (1) the file doesn't get deleted forever and (2) the link to it in users-q-and-a.txt works. If it's just a .tar.gz file with no support or documentation, that's fine. It doesn't need a separate web page. If nothing else, I'll upload a copy to archive.org.
