I think I used to have the ability to edit all of our translated strings, but it now says, "to translate you need to be logged in and a members of the $LANG team" (I am logged in).

Just to clarify, are you wanting to change the English (original) strings, or the translated copies? Sounds like translated copies, but would like to clarify before going ahead and modifying things.
Things got a bit tricky with Transifex when they changed how the "coordinator" role works, so some of the permissions that used to work will need to be reconfigured.
Both. And also, I think, to delete languages that aren't really translated (e.g., hr has evidently been replaced by hr_HR, and hr itself now has untranslated strings).
For pruning dead teams, this will need to be handled on our end; as its not possible to only remove teams from specific resources, rather they need to be removed from all resources under the "Tor Project" hub at once. A few months ago I went through and purged many of these "dead" teams, but it appears others have come up and its quite possible I missed a few.
Currently, the only way there seems to be to do this is by adding each of those users to the reviewers for each team, which only semi-resolves the issue, as they would then need to be added to every new team going into the future.
I am meeting with OTF / Transifex on Monday, and will ask them how best to approach this. If manually adding to each team is the best route forward, I will get that done on Monday. It is possible I am missing something, so hopefully the meeting with Transifex will reveal a better solution.

Transifex does not allow maintainers per-resource, and only for the entire hub
The EFF developers have been contacting the localization coordinator (me until recently) to fix string issues, and this process seems to be working for the people involved.
