tor uses only one CPU

Description

tor servers running on netbsd are unsing only one CPU.
there is running one process with two threads.
One thread has nearly 100% CPU usage, the second thread has less
than 5% CPU usage.

Adding the line 'NumCPUs 3' to the configuration has no effect.

Right. We don't split cryptographic operations very effectively across multiple cores right now. The operations that we *do* split across cores amount to only a fraction of all the work.

The ticket to fix this is on #1749 . In the meantime, the tor-relay list has some good advice on how to effectively use multiple-core machines.
