torsocks: remove tsocks from wikistart

Remove the doc/TSocksPatches entry from WikiStart, it's no longer relavent since torsocks v2.0.0 release.

There is a mention in that page that says:

The current torsocks code is found here ​https://gitweb.torproject.org/torsocks.git/ . Everything below is historical and preserved for that purpose.

But, I guess every torsocks 1.x mentions in the Wiki should be removed at some point because it causes just more confusion on the user side.

The page has been moved to doc/torsocks/History so I guess that's good enough.
