AWS Tor Cloud Image Doesn't Come with Tor

Description

I followed the instructions on cloud.torproject.org to launch an obfsproxy instance, however, the resulting instance doesn't seem to have Tor or obfsproxy installed at all.

The AMI ID is: Tor-Cloud-EC2--us-east-1-04-13-2013-20616 (ami-4a7c1a23)
The instance type is: t1.micro (taking advantage of free tier)

dpkg -l shows no tor packages or obfsproxy packages, and there is no /var/log/tor. However, the deb.torproject.org repository is in /etc/apt/sources.list.

The same thing just happened to me. It sounds like it may be related to #14035 and/or #13391.

As a workaround, I was able to manually set up the relay by following the instructions at https://www.torproject.org/docs/tor-relay-debian.html.en
