In order to support persistent 3rd party cookies conditional of network.cookie.lifetimePolicy, extend both SQL structure and C++ code to consume and provide double key state.

This new implementation broadens the scope of requirements #14059, test plan #14057, and nsCookieService API #14062.

As decided in the TBB meeting on 5 January 2015, session cookies will be used to test isolation. Persistent cookie logic will be reconsidered after usability testing or other information is gathered.

No need for those tickets on our side anymore as Mozilla implemented double-keying of cookies which we ship in 7.0a3 when we switch to ESR 52.
