Update arrow makes Tor Browser version not fully readable in RTL locales

If the arrow on the about:tor page is showing up indicating that your Tor Browser is out-of-date then it makes the Tor Browser version not fully readable in RTL locales. See the attached screenshot. We should probably move the version information to the left side in these locales.

I don't think it is necessarily RTL/LTR related. The bigger issue is where the icon is on the toolbar (which the user could change). This problem isn't as big of a deal with shorter version numbers (see attachment TB-ar-abouttor-arrow.png).

Fixed by commit 2754f4d06268c18e9121de41e436335a6946efc5 in torbutton which was addressing #27506 (moved).
