Controller command to get hardcoded dirauths

We should either extend getinfo config/defaults to list them, or export them via the controller. Dunno which would be better yet

Think I'd rather check that stem's hardcoded list matches the consensus, not our tor instance. That way we're up to date with the tip rather than whatever tor version we're using locally.

I didn't just have the stem usecase in mind, but rather something like arm being able to tell you which of the dirauths in the consensus you're trusting/not trusting, for example. Not worth it?

If you'd care to add that then feel free. Can't say I can recall it coming up offhand, but I can see how it would be an interesting piece of information to surface.
