Remove new NoScript option to make permissions permanent

A recent NoScript release added a menu option to allow users to make script permissions permanent. I don't think we should expose this in the default UI. Luckily, there is a pref for this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
