#14924 new defect

Warn users before they install any addons

Description

In https://www.torproject.org/download/download-easy.html#warning, we warn people against installing additional addons or plugins. We should also throw up a similarly detailed warning when users navigate to the Addons pane, or try to install an addon from elsewhere.

In fact, I believe we already do throw up the generic warning, because we removed addons.mozilla.org as a trusted addon source. So perhaps we just need to change the text.

This ticket got created in the context of https://blog.mozilla.org/addons/2015/02/10/extension-signing-safer-experience/. So maybe we should take that initiative into account and think about the need for additional/improved/... warnings as the installation of extensions once they are signed by Mozilla should get less scary in general.

I just dupped #8493 to this, as this ticket has a better description.

Garrett Robinson also pointed out on tor-talk that Privacy Badger has a learning heuristic that causes it to alter behavior based on your browsing history. That is especially shocking, and making me think that we should be warning users more vocally about installing *any* addon.
