WinXP: Tor complains when user's not an admin

I'm using Tor on Windows XP Home SP2.

If I'm logged in with full administrator rights, everything works fine.

If I'm logged in as a member of the group "guests", Tor complains on startup:

May 31 16:39:29.012 [err] crypto_seed_rng(): Can't get CryptoAPI provider [2], error code: 5

Tor continues working, but I wonder if this is a bug or not?

I get the same error, but with error code "8009000f", on Windows XP (build 2600) when I start Tor I am using a regular Windows account (member of "users" and not a member of "administrators").

I can confirm this for Win2000 Pro, SP4. Error code 8009000f, which disappears when I run tor as admin.

Well, the warning message is gone on Win2k. If the actual random numbers are good is beyond me ;)
