Add the first hidden service stats graphs on metrics

Description

We should add the first hidden service statistics to metrics, so that they are updated regularly and people can look at them easily.

I'm talking about the statistics from:
https://blog.torproject.org/blog/some-statistics-about-onions

The next graph would be related to cells on rendezvous circuits, though I'm not yet sure whether to graph absolute hidden-service traffic or fraction of overall traffic. The latter is difficult, because we don't have a reliable way to tell how much total user traffic there is (just total relayed bytes, which is at least 3 times that amount, but we don't know exactly). I'm inclined to put absolute traffic on Metrics for now and postpone the fraction graph until we have a good plan for that.

A third graph would be total fraction of reporting relays. That's a really technical statistic, so I'd rather want to improve navigation on Metrics so that people can distinguish graphs we deem easy to understand from those we're putting there mostly for ourselves. Until that's the case, I'd rather not want to add this one.
