compiler warnings with --enable-bufferevents

Description

When building with --enable-bufferevents, the compiler warns that some of the bufferevent_ functions are not defined. The solution would be to ensure that the correct header files from libevent are referenced in the tor source files so that all the bufferevent_ functions are defined before they are used.

Move a bunch of (but not all) low-priority items to 0.2.???. If you write a patch, it can still get into 0.2.8
