Use 'GETINFO status/fresh-relay-descs' in tests

In #14784 (moved) Sebastian added a new GETINFO option to tor that generates our own descriptor. This is great for testing! Next step is to add the corresponding integ tests in Stem.
My guess is that we'll want a series of tests where we call SETCONF and confirm that has the expected change on our descriptor. Sebastian, maybe you have other even better tests in mind?
