add performance tests to Onionoo's project structure and add the corresponding Ant task

Make room for performance tests somewhere in src/ and write a separate Ant task to run them. (see parent #13616 (moved))

Thanks for working on this! I'm removing the Parent ID though, because Trac won't let us close that ticket before closing all of its children, and I think the plan was to close that ticket in favor of new tickets.
