Description

This happens when the search comes from some source like a toolbar search that does not use an hl=<lang> parameter, but instead something like

rls=com.ubuntu:nl:official
or
rls=org.mozilla:de:official

We need to decide whether to preserve the rls structure or not; the best answer for HTTPS Everywhere on its own may be different from the Torbutton answer.

In addition to the possibly incorrect assumption about hl= parameters, there seems to be a real serverside bug for firefox searches from non-US locations. For instance,

https://www.google.com/search?client=firefox-a&q=thing

is redirecting to

http://www.google.com.au in Australia.
