chutney thinks tor fails to launch under high load

Description

Under high CPU load, chutney launches tor processes successfully, but thinks that some of the processes have failed to launch.

Unless this is a particular issue for anyone, I suspect the answer will be "don't do that", and to fix it in chutney 2.

Simple fix - sleep for a second between launching the network and checking if it's running.

I'm not in love with this, but it won't hurt much, and might help occasionally. The real answer is probably to have an argument to start that waits "long enough", since the process that launched the tor processes should know how to monitor them best.

So, merging for now.
