Retire VoteOnHidServDirectoriesV2 ?

The VoteOnHidServDirectoriesV2 config option has been 1 for a long time. Nobody ever sets it to anything else. I don't think we'd ever want them to.

Should we just replace it with always-on?

my branch ticket16543 removes this option, and also removes HidServDirectoryV2. Thoughts?
