add gitweb tor and torspec repos for special

Right now special uses github for his tor and torspec repos. We should give him repos on Tor so he can use those.

I'd prefer if people requested repos themselves to increase the chances of the repos being used, but [x] nevertheless.

I am able to push to user/special/torspec.git successfully, but I get:

W access for user/special/tor DENIED to special

When pushing to git@git-rw.torproject.org:user/special/tor.git
