Okay. Created #16720 for the sysadmin part. Once the list exists, I'll configure it. Give it a few days.

This list now exists and is configured similar to the Valencia list. Closing.

For posterity: weasel wondered why we made a new list twice a year for these things, rather than having one list that we stick with across meetings. My reasoning for the new list each time is so we can completely throw out the old one, including archives and subscribers, and start fresh each time. Many of the attendees do in fact overlap, but also many of the local ones don't, and I would rather figure out each time who we most want to invite, rather than having an ever-growing set of people we carry along each time even though we haven't heard from them in years.

It's true, I could go through the list and unsubscribe all the people I don't recognize, between each meeting. But that seems like an even crummier approach.

All of that said, I am amenable to switching to the permanent list approach. What a great conversation for dgoulet's beer outing in Berlin!
