Report bandwidth more frequently in test networks

For #16386 (moved) we need to reduce CHECK_DESCRIPTOR_INTERVAL and perhaps BANDWIDTH_RECHECK_INTERVAL in test networks. They should probably get a Testing* option and be defaulted to their current values (1 minute, 12 hours); but be ~4 seconds and ~16 seconds by default (and configurable) in test networks.

Tor should have an option to report bandwidth every N seconds. The option should only be allowed in test networks or networks with non-default authorities.

Maybe Tor should automatically report bandwidth more often when the consensus interval is lower.
