../chutney/net/nodes/008br/notice.log:Sep 15 23:24:25.000 [warn] Failed to open GEOIP file /usr/local/share/tor/geoip.  We've been configured to see which countries can access us as a bridge, and we need GEOIP information to tell which countries clients are in.

I think this is a WONTFIX, as exercising the geoip[6] code paths when present is important, even if the counrty results will all be unknown.

These warnings were fixed in #17088 by commit 8633713 by setting BridgeRecordUsageByCountry 0.
