Description

We currently have disabled the safebrowsing feature pending an audit (#8557). We should make sure that the expanded malware protection adheres to that decision assuming it is using the same mechanism. Here is some more information about it:

this feature could be useful if there was an offline version of this or a similar database.

This is already disabled in 000-tor-browser.js on the tor-browser-45.0.2esr-6.x-1 branch (browser.safebrowsing.malware.enabled is set to false).
