Write unit tests for 3rd-party HTTP Auth stripping

In #3900 (closed) a patch was introduced to remove HTTP Authentication headers from third-party requests. We should write a regression test to make sure this policy remains in force.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
